Educational licenses - Malta Quality Education

What is programme accreditation?

Accreditation confirms that a course meets specific standards in line with the MQF. It involves academic, administrative, and content-related evaluation by qualified external reviewers, depending on the level and credit weight of the programme.

  • Awards: Usually assigned 1 evaluator

  • Qualifications (MQF Levels 1–4): 1 evaluator

  • MQF Level 5: 2 evaluators

  • MQF Levels 6, 7, 8: 3 evaluators (2 experts + 1 student evaluator)

Evaluator Criteria:
Evaluators must hold a qualification higher than the programme level, or have extensive experience in the subject matter.

  • 1 ECTS = 25 total learning hours (min. 5 contact hours)

  • Breakdown:

    • Contact hours (20%)

    • Self-directed learning

    • Supervised practical hours

    • Assessment (tasks, exams)

Programmes must meet the minimum credit structure defined by MFHEA, as outlined in the Referencing Report.

End-to-End support for programme accreditation applications

Malta Quality Education offers comprehensive support throughout the entire accreditation process of training programmes. Our intervention begins with the analysis of the documentation provided by the institution to ensure that each required element is correctly prepared according to MFHEA guidelines. We take care of the accurate compilation of the application forms and assist in the formulation of the learning outcomes, ensuring that they are consistent with the level descriptors provided by the Malta Qualifications Framework.

Programme structuring and liaison with MFHEA

During course design, we work with the institution to precisely define the number of ECTS credits, based on the programme structure and duration of learning. Once the application is complete, we interface directly with the MFHEA to upload the documentation, clarify any doubts and monitor progress.

Ongoing support through evaluation and revision cycles

As feedback is received from the assessors, we support the client in analysing the observations and drafting the responses, including reviewing the materials and aspects required. This process can be repeated in several cycles, and our team remains at the institution’s side until the end of the process, helping at every stage to maintain consistency, accuracy and compliance with established requirements.

Fee for University

These are the fees for the administrative fee only, provided by MFHEA, to obtain the license.


Application Fee €700

and

Administrative Fee €10,000

and

Review process fee: €4,300
(In case of online/blended provision, an additional cost of €1,400 applies)
This fee includes the full costs for a two-day accreditation visit and the review process until completion.
This fee also covers the cost of a three-member peer review panel. In the case of online/blended provision, a fourth panel member will be appointed. The accreditation visit consists of a minimum of two days. If, during the process, it is determined that additional days are required, the applicant will be informed accordingly, and an additional fee will apply.
